For Stewards, By a Steward

Unofficial Grievance Guide

VERSION 4 HAS BEEN RELEASED!

This Guide is Version 4 of the Unofficial Grievance Guide.

August 29th, 2025 Update: Version 4 is now available. This version includes expansions on Arguing at Step 1, Grievance Structure, and 8 more organizational documents. This expansion was created due to feedback I have received by Stewards who either wanted this information or kept emailing for this information. Version 5 is planned to include additional Chapters after the updated JCIM is released.

The document is formatted to be printed in color, but was modified to remove highlighting so it could be printed in black and white.

Version 4 of this Guide includes (but is not limited to):

  1. 63 Total Chapters
  2. 30 Contractual Chapters
  3. 33 Discipline Chapters
  4. Multiple Revised / Edited Forms
  5. Information on Organizing and Documenting Grievances
  6. Arguing Step 1 Contentions
  7. Writing Step 2 Contentions
  8. Building Arguments During the Investigative Interview
  9. Extensive Analysis of Procedural Due Process
  10. Breakdown of Appropriate Discipline Remedies
  11. Breakdown of Compensatory Remedies
  12. Breakdown of Grievance Structure

This Guide is a living Guide, and will be updated over time.

Further Information

This Guide strongly references / copies the Kehlert Defense vs Discipline Guide from 2015 and the 2006 Krueth and Mellen Grievance Guide. The information has been updated and vastly expanded. This Guide has 270 pages, over 60 chapters, two introductory sections packed with advice, and six sample documents.

This Guide does not have basic Grievance forms or basics like other guides. This Guide is the largest up-to-date Grievance Guide, to my knowledge, in the APWU. The material is not designed for a brand new Steward and assumes familiarity with basic stewardship and USPS operations. This guide still provides a launching point for the majority of Contractual Grievances, as well as over 30 Chapters on fighting Discipline alone.
